What the pilot programme is designed to answer.
How much of a SAR is judgement?
In the guided sample case, 48 of 1,428 relevant findings needed a person to decide. We are measuring the share across real pilots, by sector and request type, to replace the assumption in the calculators with an evidence base.
Where does the time go?
Pilot participants record their baseline effort by stage. Early indications are that collection and first-pass reading dominate, and that review time is driven by third-party volume rather than by document count.
What do third-party decisions look like in practice?
Which reason templates are used most, how often consent is sought, and how consistent decisions are across reviewers. Published in aggregate only.
How much is handwritten?
The proportion of scanned and handwritten material in social care, HR and health SARs, and the verification rate reviewers apply.
All research uses aggregated counts and durations. No case content or personal data is used.
